  I know the following states have this picture limit (as I verified with the mail room at a location in each state listed).
  
  Ohio--3
  Indiana--25 -but the inmate can have no more than 25 pics in his/her posession at any one time, so ok to send up to 25, but he/she may need to send some back to you. (Honest! This is what I was told.)
  Texas- 20 or 25
  Colorado (Federal Prison) - 20
  
  Personally, found my guys like pics of anything outdoors, the rain, snow & the snowman in the yard!, Christmas lights/decorations outside, the flowers in Spring, anything with you saying "hi"....sometimes I make signs with large pieces of cardboard, neatly write "Hi, (insert name)!! Miss You!!" or maybe "Merry Christmas", "Happy Valentine's Day"....is extra special if you turn the pic into a greeting card for that holiday.

  Yes I write to some and they have alot of rules to no more than 3 pictures . Because I asked and they always made sure

  
  

  to tell me to put there name and # on the back of anything they recieve card...pictures or whatever or they won't get it.

  
  

  I think if it is in their letter they should get it but I do put it on there anyways. I send pictures of flowers cause some never see them.

  
  

  Outdoor pictures are the best but what got me is you can't send certain items but you can send Nude Photos that is ridiculous.

  
  

  Maybe not for a wife or girlfriend but for a friend to a friend. I think some of the rules are out there. not everyone is in a Federal Prison System.
